Foreword

            Praise be to Allah SWT. Prayers and peace always delivered to the Prophet Muhammad SAW. Thanks to the abundance and grace constituent capable of completing the task of this paper is to fulfill the duties of Islamic subjects.
            In the preparation of assignments or material, not a few obstacles that writers face. However, the authors recognize that fluency in the preparation of this material no other thanks to the help, encouragement, and guidance of parents, so that the obstacles facing writers resolved.
            The paper is organized so that readers can expand the knowledge of "the ILO (International Labour Organisation)", we present based on observations from a variety of sources of information, reference, and news. The paper was compiled by the authors in a variety of obstacles. Whether it will come from authors as well as those coming from outside. But with patience and the help of God, especially the end of this paper can be resolved.

            Hopefully, this paper can provide greater insight and a conceptual contribution to the readers, especially the students of the University of Samawa this. I am aware that this paper is still a lot of flaws and is far from perfect. For that, to my supervisor asks input for improvements in the manufacture of paper I the future and expect criticism and suggestions from readers.

CHAPTER I
INTRODUCTION

            20th century was marked by major changes in all aspects of livelihoods. The political changes that took place at the end of the century followed by tremendous advances in science and technology, economic internationalization and deregulation, globalization of production networks in the following investments and information, as well as fundamental changes in the social structure.
            Economic globalization and the opening of markets in different countries around the world took place so rapidly. The impact of global change and mahamendasar is felt in the employment sector, the condition of the factory or place of work, wage systems, to the structure of trade unions / labor.
            The changes that took place last century clarify the challenges faced by unions / workers. The purpose of the publication is to briefly explain what efforts were made by the ILO to support and assist trade unions / workers in the face of diverse challenges of this fast changing world.
International Labour Organization or ILO is an agency of the United Nations (UN), which continues to encourage the creation of opportunities for women and men to obtain decent and productive freedom, equity, security and human dignity. The main purpose of the ILO is to promote rights at work, encourage decent employment opportunities, enhance social protection and strengthen dialogue to address issues related to the world of work.
            The ILO is the only body "tripartite" United Nations were invited representatives of governments, employers and workers to jointly formulate policies and programs. The ILO is the global body responsible for preparing and overseeing international labor standards. In cooperation with 181 member countries, the ILO seeks to ensure that labor standards are respected both in principle and practice.






CHAPTER II
ILO (International Labour Organisation)

1. Establishment of ILO

            The International Labour Organization is a container that holds international labor issues at the United Nations. The ILO was founded in 1919 as part of the Agreement Versailles after World War I. This organization became part of the United Nations after the dissolution of the LBB and the establishment of the United Nations at the end of World War II.

            The ILO aims to improve the conditions of workers as efforts to achieve social justice throughout the world. In order for this noble goal can be met, the ILO adopted a unique tripartite structure which consists of representatives of governments, workers and employers. Taken together, these three elements of the tripartite duty to determine the strategy and how best to achieve the ILO. With the Philadelphia Declaration of 1944 set a goal of this organization. Secretariat of the organization known as the International Labour Office and the chairman now is Juan Somavia. ILO received the Nobel Peace Prize in 1969.

2. Tasks ILO

            International Labour Conference (ILC) held every year is an international forum to discuss the problems of social and labor rights around the world, formulate labor standards and ILO's general policy lines. Every two years, the International Labour Conference adopted the ILO's budget and work program funded by dues ILO member states.
Each ILO member states are required to send a delegation to the conference (two government representatives, two employer representatives, and a representative worker). All representatives have the same rights to be involved
            In discussions and decision-making by voting. The ILO is the only organization in which employers and workers / employees-two parties being "social partners" in the process of economic and sit parallel to and participate with the government in formulating policies and programs.
Encourages the application of ILO tripartite method in each member state and encourage
intertwining "social dialogue", in which the trade unions / labor and business associations are equally instrumental in the formulation and implementation of policies in the economic and social sphere. During the period between one conference to the next conference, the ILO led by a body called the Governing Body which has 56 members (made up of 28 government representatives, 14 representatives of employers and 14 representatives of workers / employees).
            ILO headquarters or the International Labor Office is located in Geneva, Switzerland. However, system administration and management ILO run decentralized through regional offices and branch offices in more than 40 countries. Labor and social sector development are associated with specific economic issues discussed in bipartite and tripartite sectoral meetings. A committee of experts to prepare draft picks / skills training materials, training to improve managerial, safety and health, labor relations, and issues of child labor and women. Regional meeting was also held to discuss the things that developed in the region.
            The ILO has a permanent consultative relationships with four international labor union organizations that are actively involved in the activities of the ILO. The organization is;
1. International Confederation of Free Trade Unions (ICFTU),
2. World Confederation of Labour (WCL)
3. World Federation of Trade Union (WFTU)
4. Organization of African Trade Union Unity (OATUU)

3. ILO Policy

            ILO Policy on active partnerships (active partnership) was first introduced in 1994. The goal is to increasingly closer to the ILO constituents in member countries and continue to improve the technical service saved. An important element in the concept of an active partnership is the establishment of 16 regional multidisciplinary teams that allow the ILO's technical assistance will kebutuhankebutuhan respond more quickly.
            Special assistance is given to trade unions / workers in active partnership policy framework. Priority of active partnership is the provision of technical assistance and nasinat in the application of international labor standards, notably ILO core conventions on issues of human rights. Multidispiliner team contains experts activity worker / laborer. The team is responsible for encouraging the participation of trade unions / workers in the ILO's activities and ensure that programs and projects are implemented according to the needs of trade unions / labor effectively.

4. Special Unit ILO (ACTRAV)

            Bureau of Workers Education (ACTRAV) is a special unit at the ILO. ACTRAV function maintains a network / connection antarserikat workers / employees in the member countries, to put its resources for the benefit of ILO labor unions / workers, and to keep the ILO keep close contact with the agenda, priorities, interests, and views of the trade unions / workers.
            Everything is to ensure that the ILO program in accordance with the needs of trade unions / workers in the member states. ACTRAV ILO to coordinate all activities related to the organization of workers / employees both at headquarters and in the field. ACTRAV Priorities are to promote:
1. The development and strengthening of trade union organization / employee representative, independent, and democratic.
2. Strengthening the capacity of trade union organizations / unions to be involved in decision-making at the level of legal, social and economic.
3. Forum co-ordination of all activities, programs, and projects to fit the needs of ILO labor unions / workers.
4. The active participation of trade unions / workers in ILO activities. ACTRAV strengthen and build relationships between the ILO and trade unions / workers at the sectoral, national, regional, and international levels. ACTRAV provide technical assistance to the workers' representatives who participated in the International Labour Conference, Governing Body, as well as in meetings of regional and sectoral.

            ACTRAV act as a liaison between the union / workers with technical assistance program
ILO offered. ACTRAV also work closely with the structure and confederations / national and international trade. Among the tasks undertaken by ACTRAV is providing technical assistance to trade unions / workers through consulting / advisory and training, such as seminars and courses in the following areas:
• Standards legislation and international labor standards
• Industrial relations and collective bargaining (collective bargaining)
• Employment Policy
• Social security
• Safety and health and the working environment
• Equal opportunity and anti-discrimination movement
• Methods of training and distance learning modern
• Management and administration of trade unions / labor

            ACTRAV serving unions / workers through dissemination activities remain, publications, technical assistance, research, and training as follows:
- Fixed Information Services:
• Journal of Labor Education: quarterly journal to review a variety of topics related to the world of labor and published in English, Spanish, and French.
• Internet site http://www.ilo.org/actrav: provides information and analysis about the programs and activities ACTRAV.

- Publications
Atcrav published an analysis of a particular subject in the form of books, manuals, reports, audiovisual, and electronic devices. Information about this can be found on the website.

- Technical Assistance
• Run directly through technical assistance and cooperation programs through spesialisspesialis of the ILO.
• Run through how to connect (link) with the international donor
• Scholarships (fellowship) and study tour (study trips)
- Research
• Regarding the labor world in general
• Regarding the theme of the special interest union activists

- Training
• Through seminars, courses, and conferences at national, regional, and international held in each city / country members.
• distance training with special equipment designed for use with a computer tool.
• Training held at the ILO International Training Center in Turin Italy.


5. ILO participation in Disaster Relief In Aceh-Nias

            Network Employment Services for People of Aceh (ESPNAD) would collaborate closely with the district and village heads (keuchik) to enhance delivery for job seekers who have registered. Some contractors choose to go directly to work at the village level. Therefore, along with the village heads, the data on the contractors will be prepared and their need for labor will be matched with a list of job seekers search available in the ILO. Where appropriate, training will be provided as needed to ensure the availability of skilled labor.
            Furthermore, the following activities, among others, will be executed and will provide jobs for about 2,000 people:
• Together with UNDP, four projects "work for cash" will run in Meulaboh, Banda Aceh and Sabang and will provide jobs for 200 people;
• Rebuilding Maritime Training Institute that uses local contractors and workers;
• Together with Novib and NGOs, the ILO will assist the reconstruction of 40 schools using local workers;
• Together with Oxfam, participants from 15 SYB training and Business Planning ILO, including about 30 women in Meulaboh, capital and aid given to efforts to restart them. Oxfam will employ about 15 making tiles / bricks in Calang.
            Under
 the project of the tile / brick and the ILO in collaboration with IOM  , the three businesses manufacture of tiles / bricks with each 15 women have been shaped and about 50,000 tiles / bricks produced.
• ACTED manufacturer of Meulaboh has recruited 50 tiles / bricks to build 250 homes, while 15 women in Pulot trained to build 50 homes.

CONCLUSION
